Valances are mostly cosmetic drapes. They will only block a little bit of light, and they cannot be opened or closed. But, they fabric, couple with a stylish drapery rod can add some flair to an otherwise ordinary window. Valances are commonly installed on windows where you cannot open and close the drape. A window that is hard to reach or too high up doesn't need a functional drape system that can close all the way.
Tier Curtains
Tier curtains are drapes that are installed right across the middle of the window. That is, the rod is installed halfway down the window, letting light in above, and block below. These can look odd and out of place. But, they are popular for windows that need some more privacy without blocking all of the light. As with normal drapery rods, you need to think about the rod material.
